Guangdong High Tech Service Zone for Financial Institutions

I. High-end Positioning

The Guangdong High Tech Service Zone for Financial Institutions, founded by the Guangdong Provincial Government in July 2007, is the first of the seven basic platforms for building Guangdong into a province of strong finance, and also the only province-level financial back office service base approved by the Guangdong Provincial Government. It aims to attract data processing centers, call centers, disaster recovery centers, training centers, R&D centers and other back office departments of financial institutions, finance-centered service outsourcing enterprises, headquarters and regional head offices of financial institutions.

1. Covering the Asia-Pacific region
It was proposed in the Outline of the Reform and Development Program of the Pearl River Delta (2008-2020) promulgated by the State Council on January 8, 2009 to support the construction of the Guangdong High Tech Service Zone for Financial Institutions, develop the financial back office service industry energet.ically, and build a supporting service based for the modern financial industry covering the Asia-Pacific region. The Financial Hi-Tech Zone has been included formally in the national strategy.

2. Serving Guangdong and Hong Kong
New York, London and Hong Kong are the three financial centers of the world, in which New Jersey and Dublin are the back office service centers for New York and London respectively. The Financial Hi-Tech Zone is positioned as New Jersey and Dublin for Hong Kong to accommodate financial back office departments and financial service outsourcing enterprises from Hong Kong, and provide strong support for the international financial center of Hong Kong. As regional financial centers of southern China, Guangzhou and Shenzhen will develop financial front office services energetically. The Financial Hi-Tech Zone is positioned as a supporting service base of the modern financial industry to handle financial operations transferred from Guangzhou and Shenzhen, and develop in a displaced manner. With the implementation of merger of Guangzhou and Foshan, the integration strategy of the Pearl River Delta and the CEPA Agreement, the Financial Hi-Tech Zone will certainly promote the strategic financial cooperation between Guangdong and Hong Kong.

II. Location
The Zone locates in the center of Pearl River Delta--Nanhai District of Foshan City, is a seamless next-door neighbor of Guangzhou, the provincial capital of Guangdong. It covers an area of 18 km² and is divided into four parts, namely Zone A, B, C and D with the beautiful scenery of the Thousand Lanterns Lake .
Airline: Only a 10-minute drive from the Foshan Shati Airport and 40 minutes from Guangzhou Baiyun International Airport, whose passenger and cargo throughput ranks second in China.
Railway: The Financial High-tech Zone is 13km away from Guangzhou Southern Railway Station and only takes 15 minutes’ drive.

III.  Construction Progress
With the scientific positioning and excellent investment environment, the Guangdong High Tech Service Zone for Financial Institutions is building up confidence to carry out the strategy to develop back-office operations. By the end of August 2012, over 300 domestic and foreign financial institutions have come for communication and negotiation, covering a range of industries, front office and back office operations, such as banking, insurance, securities, guarantee, fund and financial BPO. 96 projects have been contracted, including the AIA Asia-Pacific Support Center, the Southern Information Center of the People’s Insurance Company (Group) of China, Sun Hung Kai Financial, the Fujitsu Data Center and the Support Center of China Merchants Bank, Capgemini, IBM, GENPACT etc.,  involving a total investment of 28.9 billion yuan and a total building area of 2.27 million m2.

About Foshan

Located in the mid-south of Guangdong Province, China, Foshan is at the heart of the Pearl River Delta(“PRD”). It connects Guangdong to the east and is adjacent to Hong Kong and Macao to the south. The excellent geographic location contributes to Foshan’s prosperity both in the past and present. The mild climae, adequate rainfall, and evergreen seasons have made Foshan a renowned place of abundance ever since. It has humid subtropical monsoon climate with an average annual temperature of 23.2℃. In the river-woven area of the PRD, Foshan features Xijiang River and Beijiang River, branches of the Pearl River, running all the way through the city.
At present Foshan governs five districts, namely, Chancheng District, Nanhai District, Shunde District, Gaoming District and Sanshui District. The city covers a total area of 3797.72km^2 and has a population over 6.03 million including 3.7089 million registered permanent residents. Foshan is referred to as hometown of overseas Chinese. Over 1.4 million Foshan origins are now living overseas, of which over 800,000 are residing in Hong Kong and Macao.
The long history of Foshan gestates its unique traditional culture. Foshan has been reputed as hometown of ceramics, hometown of Canton Opera, hometown of martial arts, center of Canton yarn, hometown of patent medicine in Lingnan, center of foundry in the South and hometown of folk arts, etc.

Ever since China’s reform and opening up, Foshan have insisted on innovation and reform. The abundant energy of the city facilitates a fruitful achievement of social and economic development. The GDP of Foshan topped 565.1billion RMB in 2010, representing a remarkable growth of 14.3%, listing Foshan as a member of the “GDP-over-500-billion city group.

Manufacturing as the mainstay industry in Foshan, three major industries of Foshan are under concerted development. “Made in Foshan” is well known at home and abroad. Through development of over 30 years since reform and opening up, the city has shaped its industrial complex integrated with ten major superior sector including electric appliances, machinery equipment, metal processing and products, ceramics and other building material, textile and garment, electronic information, food and beverage, plastic products, refine chemicals and pharmacy, household good, etc. In 2010, the total industrial output of Foshan reached 1575.142 billion yuan, up 21.5% over the previous year. The industrial output of large-scale equipment and electric appliances reached 323.88 6billion yuan and 220.511 billion yuan respectively, with a contribution rate to city industrial growth of 4.4% and 4.0%.

In recent years, Foshan accelerated the upgrade and adjustment of industrial structure, while actively introducing and fostering newly-emerged industries. The priority of newly-emerged industries has been put on opto-electricity, new material, modern service industry, etc. The achievement enabled Foshan to be the national industrial model base of electronic information (optical electronic display) and national experimental zone for integration of information and industrialization. Large projects including IRICO-OLED, FAW-VW, Green Wheel EV, Messer Industrial bases of Guangdong New Light Source, Guangdong Solar Thin Film and National Photovoltaic Project Research Center were put into operation one after another. In2010, The output of large-scale advanced manufacturing industry and that of Hi-tech manufacturing industry topped 455.877 billion and 83.289 billion respectively, up 20.3% and 16.1% compared with the previous year.

About Nanhai

Nanhai District of Foshan City is located in the hinterland of Pearl River Delta in Central South of Guangdong Province,With a total size of 1073.82 square kilometers. The permanent population in the district is 2.59 million, with over 400,000 overseas Chinese and compatriots from Hongkong, Macao, and Taiwan. In 2011, the GDP of the district totaled 208 billion yuan, which is in the forefront of the district at country level. The local general budget income is 11.53 billion yuan, the disposable income of urban resident reached 32,295 yuan , while the per capita net income of rural resident averaged 14,799 yuan.
